the game constantly crashes or freezes and is covered with graphical artifacts

constantly when I am in loading the game crashes, or after loading when I just swipe the mouse the game is covered with artifacts and hangs the image, but not the gameplay
my hardware:

Intel core i5 4590, 3.5 GHz
20 GB RAM DDR3 1600 MHz (HyperX & AMD)
Intel HD Graphics 4600 1450 MHz

I'm playing on minimum settings

No, the game crashes only when entering the match, exactly the same way artifacts appear
