Text team chat, text all chat and voice chat doesn`t work with hero specific hotkeys enabled. (after 10/10 update)

This was happening to me too. I was trying to change keybinds and reset keybinds and I still couldn't text chat even though I saw other people text chat and talk in voice. For some reason I saw at one point near the end of the game I could of text chatted but it was too late for it anyway.

The same problem after the update. I have no bans, I can be heard in the group chat in the main menu, but voice chat and regular chat in the match do not work.
During the last match, it worked briefly after a pause, but then broke again.
I switched the microphone button to N and I play in Russian language, it may be a clue

Which buttons help to fix the chat?
Chat fixes only when i disable HERO SPECIFIC HOTKEYS feature in KEYBINDS tab.
I think there is no such button. The only way it disable HERO SPECIFIC HOTKEYS

Oh my god yes!!! I just lost a game because I didn't realize this was happening. Match 21869400, I was the Wraith. No casting abilities worked.
I literally was not able to use voice chat, I was not able to use the abilities 2 and 4 (the ultimate), I died so many times in a match that felt winnable because I genuinely had too many tech issues. I was only able to communicate while dead. Wasn't able to use voice. I feel terrible for my team because I genuinely had this exact issue!
