Agree. The point is avoid beepbop or ivy to blast you with on hit effects.

Does it have a CD? Isn't it not just because it's a 25% proc chance? Might be wrong but could be unlucky to not proc

it's easy to check in a lobby, on heroes like haze or wraith it procs like with ~12% chance and also there is a cooldown animation on an item when it procs
