Talon Ult Stacks

Just messing around in practice tool so need to confirm in a real game, but noticed that with the recent change to talon ult that it no longer gets stacks on kills. Grace period of 3s after seems to work fine though. Will confirm in a real game and update.

I can confirm it dont give you stacks if any of your teammates get the kill but if you do the kill then you'll get it. Which feels kinda weird because its pretty rare situation when you use bird - not killing your target - then kill it anyway in 3s window.
