Its not giving spirit on kill but it gives only spirit after the bird hits when the thing it hits is killed.

Correct!

It seems the buffer window is working as intended but it somehow removed the spirit power you get when you get the kill with the bird.

In other words, the ult needs something else to kill the target within the buffer window to gain stacks. Killing the target with the ult gives no stacks.

Just tested this in demo. Ult kills give nothing, but kills after explosion give stacks. Character is broken.
Oddly enough this isnt the case with Mo&Krill. Ult kill or post ult gives stacks
