About "targeted items and abilities": This would let you use Seven's Static Charge, Yamato's Flying Strike, and Bebop's Sticky Bomb through walls, as those select a target and instantly apply the effect to the target. However, you couldn't use Bebop's Grapple Arm, Paradox's Paradoxical Swap, and Holliday's Spirit Lasso through walls, as those fire out a projectile and apply an effect (e.x. a stun, a pull) to any target affected by the projectile.
As a special case: Rescue Beam would be able to heal a target through walls, but using Rescue Beam's pull ability through walls would just make the target get stuck against a wall. It wouldn't pull someone through walls - this is what it already does if you go behind a wall after selecting a target.
