It's been a while since I posted a concept, let alone a item. This will also come with a withering whip change as well. Effectively we are splitting the duelist identity of withering whip from the set and forget counter active identity.

The goal with this new item is to bring back the most successful variant of withering whip that existed between August 29th - September 26th. During that time, withering whip's identity was far more cemented into being a duelist active, rather than a counter buy like it's fellow peers slowing hex and decay.
If this item makes it to live, I also implore the developers to also get rid of the bullet resist shred of withering whip, so that item could receive room for more changes in the future to solidify the gun counter item identity that they want withering whip to fill (also to prevent just buying both items to get 25% shred incredibly early).

Target an enemy to reduce their bullet resist. Gain a stamina refund if this effect leads to a kill.

- +1 Stamina on kill
