The idea with this is its a 2 second heal blocker and stamina blocker so it won't have too much effect if used carelessly, but it can be brutally effective if used at the correct moment.
If it ends up being too easy to use, for balance there could be a slow travel time delay to make it need to be pre-used in prediction.
I invision a really cool blackening effect on the Marked enemy too.
