so there is currently only 1 item to interrupt or/and remove positive buffs and that's curse. so i think something like these items could fill that niche
so the big problem with these items and the interrupt concept in general is the way it works on ultimate abilities, if it does you can cancel most ultimates in the game, making it maybe overpowered. and if not it becomes a pretty niche item. i think this item still has its place without affecting ultimate abilities, but this is the sort of thing you cant really know without testing in game.
