This looks like you based it off of Restorative shot? But it provides shielding instead.
I'm not sure melee builds need more survivability in lane right now, but given the shift in meta and soul collection they very well might. There's a TON more fighting in lane right off the bat (which makes the match start off a lot harder, not a bad thing) and heroes with shorter range are going to get harassed more.
Not a bad Item, for sure. I just think that the meta needs to settle out a bit more before we can tell if melee builds need to be beefier in lane yet.

This is a worse version of melee lifestrike. you wouldn't be adding anything.

No it isnt because if you are at max hp you still gain something and lifestrike is the t3 version
