Surge of power cannot refresh while the duration is active

When using surge of power, if the item cools down, but the (invisible) buff is still active, you cannot refresh the buff by activating the imbued ability.

The ability will activate, but the buff will not be refreshed.

So you have to wait for the (invisible) buff to lapse, before you can attempt to refresh it.
