Suggestion: Veil walker changed to active

Veil walker is now 6000 souls, which for what it currently provides is too much. Changing it to an active removes the necessity of going into veils (I guess it's just walker now), but also allows it to become a potential "support" item that can be bought to help out allies refresh their shields. There aren't many options in the 6000 range for impactful items if you're going a more team support route, and Veil walker can be transformed into one of them.
 
Honestly, I think it would just be better to have it reverted to a tier 3. The shield mechanic itself has been nerfed in the same update, so making it a tier 4 was practically overkill.
 
That's an already existing 6k weapon item.
Maybe I forgot to explicitly mention but you can cast it on allies, making it a support/defensive item. The invisibility would be the same duration as the current Veil Walker, making it less about the invisibility and more for the shields
 
3k Veil Walker was an issue because teams would just transition into late game by buying VW and not armors. I think it's more of a degenerate property of the item and not an issue of pricing. How would I solve this? I dunno, but reducing the cost is not the way to go about it. Shield mid-game is still relevant, especially on Dynamo teams. Dynamo himself still buys VW if he doesn't need Unstoppable*.

A complex change regarding the state of particularly Enchanter's Barrier (for providing cooldown) and other shield items would be required for VW to be a 3k item. Any non-numerical effect, such as "refresh shields" in this scenario, is going to be incredibly hard to balance in a vacuum. At the least, any discussion surrounding Veil Walker needs to start with the sources of shields and how they interact with a full-built VW user.
