The barriers have way many more issues than just neutral creeps.
Right now barriers don't provide any damage reduction, just "rechargable HP" that protects only against bullet/spirit damage.
Recovery time is way too slow and amount of barrier points you get is super low, compared to just getting max HP + armors/damage resistances.

I want you to buy a 1250 shield the next time you lane and tell me getting 50% extra HP at that point in the game is weak for something that at best took you like 2 minutes to farm.>Veilwalker

You can farm with one npc attacking you from whole camp, also if shield is not broken it regenerates faster if i remember that correctly. If npc can deal more than 200 damage to you while you farm them, idk then, try getting npc damage item.This is a serious problem for bullet shields, since they often get worn down by jungling and severely limits the efficacy of combat barrier.
They are really good early to mid game when you have little to no resists, no other item gives similar amount of HP for that price. They don't benefit from armors, similar to dota barriers, especially good on heroes that have negative armor like Pocket. It's supposed to be weak later in the game, it's just balance.The Enchanter's Barrier and Bullet Barrier are only 2 among +- 12 items that grant bullet barrier, and are definetely best 2 of them, as they buff you whenever you have barrier.
But no, they are not OP. Unless you're playing backline character (like Vindicta, Geist, Talon, Pocket (though Pocket is on that list for different reason)) who rarely gets shot enough to lose barrier, they are way worse value than armors.
