'Suggested' level up ability sometimes stays despite not being able to level up the ability

Sometimes, the 'suggested' icon will appear under an ability despite not being able to level the ability yet. It does not happen all the time, and I don't know the exact criteria, but I most often notice it when I have 4/5 skill points to level up the ability.

I think it is caused by your guide suggesting you get the tier above the one you bought, so like if you leveled hook an extra time early it might cause it. But I'm not certain.

Well either way it's buggy behavior, it should only say "suggested" once it is available to level up, even if you leveled up out of order
