As of today's patch, stuttering is significant and constant throughout game even after restarts. I can get the stuttering to occur even in private bot games. This seems to be a networking issue (red dot always appears in the bottom right corner), even though I am using hardwired ethernet directly to my router and other games are not having the same issue.
The worst stuttering seems to be associated with this message in console:
[Client] 2.1% user commands missed due to network (0 dropped, 5 late) Good:219 BadOther:12 Fixed: 0 dropped, 4 late
As well as some other related messages below, especially regarding tick rate:

I've tried the following launch options with all graphics set to low in fullscreen but the issue still occurs, making me further think it's a networking issue: +fps_max 144 -softparticledefaultoff -mat_disable_fancy_blending 1 -novid -nojoy -high
However, the red dot and slight stuttering also appears every time I interact with a zipline (slight lag when jumping off of it), as well as every time I respawn or die. Not sure if this is the same issue, since I don't get the same client warning about missed commands, but it seems related.
