Stuttering as of Today

As of today's patch, stuttering is significant and constant throughout game even after restarts. I can get the stuttering to occur even in private bot games. This seems to be a networking issue (red dot always appears in the bottom right corner), even though I am using hardwired ethernet directly to my router and other games are not having the same issue.

The worst stuttering seems to be associated with this message in console:

I've tried the following launch options with all graphics set to low in fullscreen but the issue still occurs, making me further think it's a networking issue: +fps_max 144 -softparticledefaultoff -mat_disable_fancy_blending 1 -novid -nojoy -high

However, the red dot and slight stuttering also appears every time I interact with a zipline (slight lag when jumping off of it), as well as every time I respawn or die. Not sure if this is the same issue, since I don't get the same client warning about missed commands, but it seems related.
 
Some additional console output that might be helpful. Additional lag opportunities when dashing or sliding down stairs, but the zipline lags every single time you get on it or jump while on it.

Off-topic, but are the console logs written to disk somewhere, or do you have to grab them in-game? I did some poking around to try to find them but didn't come up with anything.
