I am unsure when exactly it begins, but becomes more obvious later, as the Hidden King team suddenly starts getting the effects of the new Shrink Ray item permanently, and constantly, without even having the item in their inventory.
One of the players may have been abusing an exploit, bug, or cheat which allowed this. I am unsure of how to recreate this as there was at least one person on the enemy team that was performing the exploit.
