Sticky Bombs not attaching to enemies properly

Happens intermittently, but much more common over the past week.

sticky bombs will attach to an enemy, play the alarm sound confirming, only to be removed, and the spell put back on cooldown, sometimes happening multiple times in a row.

I would guess a ping issue but its incredibly frustrating for the game to actively confirm something has happened that it takes back. maybe alarm sound could play only after server receives command
 
I have seen a related bug where bebop attaches the bomb to an NPC, uppercuts the NPC, and the NPC hits a wall, BUT the tracer for the impact landing thing does not so there was a graphical tracer where the npc would have flown, then impact damage where it would have landed, but when the bomb exploded it was where the NPC actually ended up after hitting the wall. Very odd.
