Heres an idea: include an item that increases the damage output of all guns, but adds spray control like Counter-Strike to make it skill based. for instance, Seven's gun could have the Famas' spray control, and Bebop's laser could function like the Negev, etc.
 
Characters are constantly running, jumping, sliding, hiding and so on.
If spray is present in the game, it will become much more difficult to hit the player.
 
I would advocate for at least testing recoil on some new hero concepts. I think the game right now is turning away a bunch of players who would enjoy better feedback on gunplay. It could also be an item like you suggest, but I think it would be easier to balance, if they created heroes dedicated to have a weapon with recoil, but with simpler less powerful set of abilities to compensate.

surely then youd not be worried about one item, but a build that includes said item which slows down the enemy so you can focus on managing recoil and maximising both damage and the time the enemy is in your crosshair
