Splitshot has consistent weird interaction with guardians, atleast on paige, maybe something else

You can test it urself, all u need to do is buy splitshot and check its dmg with/without using splitshot, get some dmg buffs from shooting eneies and try again with and after dmg boost end.
What you will get is that her damage with splitshot active will be different, whether you have dmg boost or not in way that was not intended
