There's already plenty of items that lower a target's fire rate, but nothing that directly targets dps yet. This would be nice for countering gun builds that focus on damage over fire rate.
It could also be an indirect buff to Mcginnis's turrets, making them less vulnerable to monster rounds.

I'm not sure what exactly you're suggesting but I assume you want an item that reduces enemy weapon damage?

You can use inhibitor for that, it reduces all damage.

Ah! I totally forgot about that! I bet I look like a fool now...
But it would still be nice to target weapon damage through spirit damage. It could even work nice as an upgrade to suppressor.
