When Arcane Surge is used before Last Stand, it will affect every pulse for the entire duration as long as the ability has not been upgraded to T3. Once that upgrade has been unlocked it will only be the first pulse that is affected from the extra spirit power.

The first Ult does 75 damage per Pulse, while the second Ult only 75 on the first pulse followed by 62 damage.
