When spectating, you can toggle camera control with J, and go back to free mouse temporarily while holding ALT. However, you cannot click the faces at the top of the screen to spectate characters while holding ALT. You can select them in the map, which is why this seems like a bug.
The face portraits will "lift" up when you hover over them when free mouse is on, but they won't lift while holding ALT.
