For every enemy hero within 20 meters you have +15% weapon damage and +10% bullet resist.
People are maybe looking at this item wrong. How often are there 6 enemies all within a 20m of each other. How big is 20m? A little bigger than 2 Dynamo healing circles, it's not super big, maybe big enough when fighting in areas like center boss or on urn sites without cc to pull enemies together.
On the other hand when would this passive be good? I'm going to use 3 enemies as an example because it is pretty common you can have a fight of 3 people fairly close together, whereas 6 people are rarely so grouped.
Dynamo ults catching 3 enemies, now you have 55% weapon damage from this weapon and could easily heavy melee all three in 3 hits.
Lash ults 3 enemies and puts them right on top of you, now you have 30% bullet resist and 55% weapon damage, and if they are slowed then you could maintain that for easily 4s before they all escape.
Yamato ults and dives 3 enemies, with 30% resist(passive) + 45%(ult)(~61% Bullet Resist) , and then 55% weapon damage all from a 3k item.
You are a Haze who just ulted, the baseline range is 15m, so the Spartan Stand passive would even capture enemies just outside of it.
I think you see where I am going with this. 20m is not a very large area, however there are a good number of heroes who are dive centric, and other heroes who are very good at grouping enemies together. This item would be busted because it would determine who wins/loses a fight, all for 3k.
If this was a 6200 item, I would be very good but might only need minor adjustments, but for 3k people would be rushing this and would be single-handedly responsible for reducing game length.
Instead I would remove the baseline weapon damage and add 250 bullet shield and make it a vitality item. This would pair well with Combat Barrier and/or Veil Walker, but would also compete for a spot against other vitality items - do you get Spartan Stand and both armors (3 spots), now you're left wonder you need to sacrifice, like do you not get armor at all or do you not get things like metal skin or healbane?
I might also reconsider the +15% weapon damage, I won't recommend a number, but even +30% for having 2 enemies nearby seems rather high. If you wouldn't want to touch the damage, I would then add a -.5m/s reduction in movespeed per nearby enemy
