(SOVLED)Random, consistent 75% fps drop after rebooting, despite hours of 120+ beforehand.

playing on a 3080ti, played without a hitch for a few hours, at some point i had to cap my fps via nvidia software to 120 cause before i did that it would go up to 200+ despite the in game settings being capped to my monitor at 165. When i hopped back on later i was barely able to get more than 30fps. i hadnt tweaked any settings or hardware.

apparently updating the drivers before my initial play was the culprit. once i rebooted it had made changes to my graphics card, namely in not giving it enough power and underclocking it. reapplying my normal power curve fixed it.
