Sonata - The Enchanted Violinist
A utility/support hero concept:

Description: Sonata is a world-famous violinist who owes her fame to an enchanted violin, passed down from her grandmother after the first Maelstrom. Through music, her violin is said to draw in crowds from all over the world and truly captivate their full attention; However, without the magic imbued in her hereditary instrument, Sonata is a horrible musician. She hopes to use the ritual to become the greatest musician ever born.

Gun: Il Cannone - A world-class violin with glowing, pale blue enchanted strings. In lieu of bullets, Sonata fires by playing music on her violin, which fires slow-moving but hard-hitting enchanted note glyphs towards her opponent.

Abilities:

1 (Damage/Soft CC potential) - Martelé (11s cd, 1 charge): After a 1s delay (think Grey Talon or Yamato 1), shoot three large enchanted note glyphs towards the enemy (up to 20m, then they will hover like doorman bells.) These glyphs will explode after hovering for 2s or on contact with an enemy hero or unit, dealing 50 burst damage each to enemies in a small AOE.
(Upgrade 1pt): Affected enemies are d isoriented (similar effect to doorman bells.)
(Upgrade 2pt): Increases the velocity of the glyphs by +40%.
(Upgrade 5pt): Fire two more glyphs (five burst).
2 (Buff/Mobility) - Uptempo (40s cd): Target ally (or self) receives a +25% movespeed buff for 7 seconds. If an ally is targeted, it also grants a buff to Sonata.
(Upgrade 1pt): Target receives a +25% bullet velocity buff.
(Upgrade 2pt): Target regenerates 1 stamina.
(Upgrade 5pt): Now affects all allies in an 8m radius when cast.
3 (Damage/CC) - Adagio (22s cd): Create a 4m radius enchanted note glyph on a surface that appears/arms after a 1s delay. Cast the ability again to explode the glyph, dealing 10dps spirit dmg for 10 seconds and slowing any affected enemies by 15% for 4 seconds. For each enemy hit, reduce the cooldown by 2 seconds and add +5dps to all affected enemies.
(Upgrade 1pt): Increases the radius by 1.5m.
(Upgrade 2pt): +15dps per enemy hit.
(Upgrade 5pt): The glyph will be undetectable to enemies for 8 seconds after arming.
4 (Utility/CC) Ultimate - Sonata No. 4 (168s CD): Channeled (5 seconds): Play an enchanting melody, causing any enemies looking at you in a 20m radius to enter a trance and slowly walk towards you for three seconds. Affected enemies are immune to damage. Can interrupt chanelled abilities. Grants Sonata 30% damage reduction buff while casting. Can only proc once per enemy. Can be cancelled early.
(Upgrade 1pt): +2s channel duration, +0.5s trance duration.
(Upgrade 2pt): Grants any affected allies in range +15% damage reduction and +15% movespeed.
(Upgrade 5pt): At the end, deal 60 burst spirit damage per affected enemy (scaling).

As an avid Dota2 player (over 3k hours!) I took some notes of inspiration from some existing Dota2 heroes and crafted them into a design that plays well with Deadlock. The main inspirations for this hero were Medusa (Dota 2), Ringmaster (Dota 2), Templar Assassin (Dota 2), Naga Siren (Dota 2), Narbash (Paragon), and Lucio (Overwatch). Some of the numbers could probably be tweaked, but overall I think Sonata would be a good support-oriented addition to the roster.

Let me know your thoughts. I'm not an amazing digital artist so I don't have any visual concepts to accompany this concept. Cheers!
