win10 Ryzen 7 5800x processor Radeon rx 6900xt gpu, upon loading into a game I'll experience regular and periodic stutters (about every second or so) which will cause me to jerk around, often pulling me back out of cover or causing me to throw an ability into a wall as I warp back to the corner. Of note, fps is fine the whole time, easily above 100

things I've tried to adjust:
high priority in task manager
fps_max 90 and fps_max 143 in the console
swapping windowed modes (fullscreen/borderless) - this is the only one that seems to have some impact but doesn't reliably do anything
adjusting graphics settings down
I don't notice any undue stress on my hardware, occasionally I'll see a msg in the top right about network jitter and see my ping increase. Reproduces by entering any online match (custom, matchmaking) and then it happens. I've noticed it start in the middle of games, or start again after I've "solved" it by fiddling with the window mode.
