Burst Fire's movement speed buff on proc slows the character down not increasing move speed.

Heroes have a 25% self slow when shooting and when you enter combat you disable your sprint speed

Run and shoot 4.7ms. Buy burst fire, run and shoot, proc burst fire, 5.7ms. How is that slower?

Ah yeah I see you're correct now with the slow down in combat on top of of the slow down while shooting
