This inconsistency with Bebop's damage scaling is easily reproducable:
Weapon Damage scales melee damage, which also scales Bebop's 1 ability, "Exploding Uppercut".
500 cost Bullet Items increase Weapon Damage by 6% baseline. "Monster Rounds" for example, will only raise 1 and Light melee damage from 63 to 65.
Using the item "Hollow Point Ward" which raises weapon damage by an additional 22% when above 60% HP, the 1 Uppercut and Light Melee damage both increase from the base of 63 up to 72.
Using the item "Close Quarters" which should increase Weapon Damage by 25% against enemies within 15m, does increase damage of regular Light Melee from 63 to 73, but the damage of the 1 Uppercut only goes up to 65, meaning only the base 6% Weapon damage is scaling the uppercut, making it actually worse for damage than regular Light Melees here.
I don't think this is intentional because Hollow Point Ward does work the way I think it would, but Close Quarters does not.
I see other threads have mostly mentioned how Tier 2 Uppercut does not affect Melee Attacks with its raised weapon damage on targets, which might be the same issue.
