Slowing Hex should not silence movement-based abilities

Am I wrong to think this item is too strong against specific heroes?

Against Vindicta or Grey Talon, you literally shutdown their whole hero gimmick of being in the air to attack from far away.

I don't have anything about silencing movement ability but I think it should be tied to a hero ability not an item, certainly not one that only
cost 1200 souls.
 
it's quite powerful against those two, but lash and infernus would be even stronger without it. this is just IMO, but flights would become over-bearing without slowing hex, and I've certainly fought many good talons and vindictas who played around it very well.
 
Sure but those 2 wants to be in close proximity. So losing their movement-based skill, while it still sucks, isn't the end for them as opposed to the 2 sniper that will just die.
 
4250 souls to counter a 1250 souls item, seems fair.

Using that item won't reset your skill cooldown, so that's useless.
It's not just that though, debuff remover removes all debuffs and it gives you a buff when you use it this way.
Slowing Hex lasts like 2 seconds, so with Debuff Reducer (the cheaper version), it's almost utterly null.
