Slowing Hex does not silence Mo & Krill's Burrow

As seen here, Krill can still use Burrow after being hit by Slowing Hex.

upproved what the heck it doesnt silence him. Just loos a game case over and over again i try to slowing hex him and this item do nothing. Im even call him a cheater and after match i tried this item in sendbox
