Slowing Bullets Should Upgrade Into Inhibitor

As title, I think now that cross-color items are a thing, Slowing Bullets should upgrade into Inhibitor, not Glass Cannon.

I agree, slowing bullets into glass cannon doesn't work and makes it harder for some characters who use slowing bullets to get better tier 4s
