Slowing Bullets Bug (potentially)

I have to imagine that this is not how the item is intended, but on certain heroes that build this item they reduce your movement to almost non existent speed and it lasts for as long as they are shooting you.

Grey Talon and Haze are the worst offenders I have come across at the moment. When they build that item its as if every single application of their bullets reapplies this slowing debuff and it appears to stack by sheer virtue of me being unable to move faster than a crawl to even make it behind cover a few feet away.

I wish I had footage to share, but truly I don't understand how a 1250 soul item can provide that much value. If the slow is stronger the more fed the person is, or by how many actual bullets are hitting the player I haven't studied it enough. Or if it is stacking with some piece of their kit even.

I just know that on those 2 heroes it makes it virtually impossible to run or even walk away and I have to assume there is some sort of bug with how the debuff is applying.

In my mind the debuff would have diminishing returns, or would only be able to be applied to the same person every so often. Or if it is stacking with something in their kit it would also be less effective to compensate. Right now however it just grinds your movement to a halt until you are dead.
 
Do you have a match ID/timestamp? When I buy Slowing Bullets on Haze, it's usually later in the game when I already have Mystic Slow. Slows do stack with diminishing returns in this game, but having two or three applied simultaneously (like Mystic Slow/Slowing Bullets/Fixation proc) is always going to make you really slow by design.
