Siphon Bullets not proccing with Ricochet

Toxic Bullets, Inhibitor and Silence do not reference "per target cooldown" just "duration" yet still proc on multiple targets with Ricochet.

The description for Siphon Bullets reads "Your bullets temporarily steal max HP from enemies" and that combined with Ricochet's "Your bullets ricochet on enemies near your target, applying any bullet procs" imply that there is synergy between these two items. The former reads that the siphon is a bullet proc and latter states that Ricochet applies bullet procs to multiple targets.

If no synergy is intended between them then Siphon Bullet's description should make this less ambigious. I asked this in the discord before making this post and other people also assumed that Siphon Bullets applied to other targets when using Ricochet.
 
Toxic, Inhib, Slowing, etc do not have cooldown while Siphon do. While description can be more unambiguous, the cooldown symbol should tell you why it doesn't proc.

I wonder if you think something like Stalker, Headhunter, Mystic Shot are having the exact same ambiguity that you are describing.
 
Stalker is fine as it says "weapon damage" so melee and abilities that do weapon damage are included.
Headhunter is also fine as it specifies "headshot" and you cannot reasonably expect Ricochet to headshot other targets when you headshot the original target.

Mystic shot however I do expect to apply to Ricochet as it explicitly says "your next bullet".

The keyword in the Ricochet description is bullet procs. So I would think that it is reasonable to expect that any item or ability which explicitly has the same key word: bullet would apply to Ricochet.
