Bolts used to dmg when they hit the target at first, now they seem to phase through them? Redirect dmg is still normal.
I'm leaning towards this being a bug unless this is intended.
This also apply to all the turrets as well. So once shot the bolt will phase through the turrets.
You can see in the video testing on minions the bug occurs, but then testing on a npc_dummy the bolt does initial contact dmg.
