Sometimes the stamina bar indicator will turn white like your stamina has recharged, but it's not a full bar.
So at a glance it looks like you can dash, but it hasn't charged yet.

to add to this, I THINK it's when your stamina gets locked while you have a semi-filled bar. Though I could be wrong
