Shiv knives don't consistently bounce to nearby enemy in the latest update

Shiv's Knives are supposed to bounce to an e nearby enemy when you have max rage, but it seems to be inconsistent at the moment.

Here are two instances of this failing within the same game:

Another one from the same game, you can see the Knife bouncing off Mo but flying into their base wall instead of any other enemies (preferably other heroes rather than troopers):
