In short, when Shiv uses his 2nd ability at a small angle to the wall, he can get stuck and repeat the dash animation for some time.
It is impossible to move or shoot during the animation. But as I understand it, he exits the animation only when he has passed a certain distance because the lesser the angle, the longer he will be dashing.
I also want to add that the first time I encountered this bug in the match, I dashed into the corner and I could not get out of the animation for like 10 seconds, but I couldn't recreate it in sandbox.
