Seven is able to hit people with his ultimate through walls after he gets hooked by Bebop. This is the 2nd post about this topic, but In the other post Seven clips into the ground slightly and that allows him to hit through walls with his ult. I think it's the same case here because you can see him clip through the ground a bit. This can be replicated in the sandbox.
