[Settings] Hotkey assignment/reset

When changing hotkeys you don't get a warning if the existing hotkey has already been assigned.
The warning you should get happens when you reset all key binds.
It informs you of any duplicate key binds when you click reset if any of your old key binds conflict with the original.

Unexpected behavior: after updates cleared hotkeys resets to default button which already used for another action and popup shows as above
What it should be: updates shouldn't reset cleared hotkeys to default
