settings getting back to the old ones

my setting including video settings are going back to the not the first time I played the game but settings I put on another time every time I open and communication settings puting itself to all team every time match starts. How to fix

same thing for all settings, they just get back to old ones. nothing causes fix. i think its a steam cloud bug, but neither turning it off or on helps
