Because Send to Sender is currently the most expensive item in the game it should have been given decent stats. The only thing in the game at the moment is Ethereal Shift, which can save you from targeted abilities (Bebop's Bombs, Wraith's Ulta, Warden's Cage) but you have to stand there and wait to die until the whole team comes to you. With Send to Sender you can escape yourself + delay the attacker. You can also transfer negative effects from yourself to the sender (Pocket's Affliction, Haze and Infernus stacks, Mirage Beetles, etc).

I feel that 5 seconds is a long time, I feel what would be better if instead of 5 seconds it's a one time use (0.1s and a pulse is sent and applies the debuff when it reaches the hero) and for each hero afflicted you get a set health back i.e 150 health. With no speed boost.

As a result it wouldn't work against stuns otherwise heroes like lash or wraith lose their ult and are stunned. Otherwise I feel that this is just a 40s negate to everything, like a better unstoppable.

I then think to lowering the soul cost to 4k (if debuff remover is already acquired) and removing the weapon damage boost.
Also when the debuffs are applied to the enemy hero, they should keep the same time (How long is left and the stacks (like fixation))

I think 5 seconds is fine. It should only reflect debuffs applied after its activated, but doesn't prevent debuff build up (a debuff applied via build up would be reflected, however). I'd give it a lengthy cooldown of 4-5 minutes since its kind of an amazing equalizer. Imagine activating it and jumping into a Dynamo ult and nullifying it then and there rather than having to be pre-emptive with him.
