Screen is shifted up by 10-20 pixels

Upon initially launching the game, the screen is shifted 10-20 pixels upwards. The top part is cut off, and a black bar appears at the bottom. Changing any settings and clicking apply fixes this. This also applies to the steam overlay, also being shifted 10-20px upwards, and is also cut off at the top and has a black bar at the bottom.

Mouse location in-game (no steam overlay) within menus is as expected, however within the steam overlay, the computer "thinks" the mouse is 10-20 px lower; all buttons + etc are "visually" 10-20px higher, but their "hitboxes" are still correctly positioned:

Alt-tabbing, the system cursor and game cursor are pointing to the same pixel. The game cursor is not "shifted" 10-20px upwards from the system cursor.

Expected behavior: Screen is aligned properly.
Observed behavior: Screen is shifted 10-20px upwards.

Steps to reproduce: Launch game.
Fixes found: Apply any graphics settings change.

Game version: 5,075
(happened on prior version as well, update came out during filing this report.)

Settings:
Native res, 2560x1080
FSR2, Native AA
Rendering backend, both vulkan and dx11 apply
No specific Proton version selected

I'm having the same issue. It looks like it pretty widespread because these two threads from May also had the same issue with discussion about it continuing all the way to yesterday:
I will note though that it only happens in desktop mode on the Steam Deck. I've opened it repeatedly in game mode but it did not happen once, switch to desktop mode, however, and it happens a high percentage of the time. Though it doesn't always happen either. It can't figure out the pattern for when it doesn't happen but it has opened without the issue twice.

The only way I've been able to fix this is by adding -w 2560 to the launch options and setting window mode to full screen. Obviously change the value if you have a different resolution. It should be your resolution width.

The issue still seems to happen every so often, but 95% of the time it works.
 
This happens to me too, here some specs:

- OS: Bazzite (KDE, Wayland)
- GPU: AMD RX 7900XT
- In game settings: Use native resolution, 4k, Vulkan
