Sandbox Follow Commands Do Not Function

The `Make Mimic` and `Make Puppet` commands in the Sandbox do not appear to be working on spawned or existing bot targets.

Notes to reproduce:

• Run latest client (5,033) with -dev flag
• Enter Sandbox from Play menu
• Select (presumably) any hero
  • Tested with Warden and Vindicta
• Approach area with placeholder TargetDummy
• + Spawn Enemy and/or Friendly Hero
  • Tested with Vindicta
  • Tested with additional Friendly/Enemy copies
• Attempt to Make Mimic or Make Puppet on the existing TargetDummies or Vindicta

Console does not print an error
