Rust Miasma + Mag Snatcher - Max Ammo debuff items

Originally the idea started as a spirit-against-gun equivalent to Silencer, which is a natural counter to heavy spirit users for gun oriented builds, but I added some additional ideas, including one which might benefit gun builds, or be used to counter them for close-range heroes and builds.
