Shooting on the run does not penalize speed, but when you hit the enemy - speed decreases

I don't believe you can maintain sprint while damaging players/mobs. Your regular movespeed should be fine while shooting since you have Fleetfoot though. That's also the reason you can shoot while sprinting to begin with.
