Rubber band lag-like bug

Attached a video of the bug. Started happening yesterday
Things ive tried:
Internet is stable
No other game does this
Verified files
Fresh install on a new disk drive
Re-thermaled my cpu since it had high temps
re-installed my AMD9060xt drivers from scratch
restarted pc several times
