Are you sure you want cooldowns included? So if you use an item or ability and then use this immediately, it will basically refresh them? So aside from a refresher, it's also a heal, and a relocate. Imagine this on dynamo.
This would work better as an ultimate for a time themed hero, maybe a rival to Paradox or something.

This isn't a unique suggestion. I've read many ideas similar to this, and my feedback remains the same: this effect fits better as an ability.
idc, i havnt read anyone suggest it before. and if its that popular maybe it should be implemented.
Non ultimate cooldowns would be cool. I was more so thinking this item would be super deadly on yamato so idk if i would even want her to be able to have an item like this actually. Probably would work better as a hero ability
I also had a different idea. like a point to point teleport i suggested back in november. You place a teleport beacon that can be destroyed. But you place it in an area you go into a team fight or try and yank a walker. things go south and you just teleport back to your location after a brief wait. Cool idea.
