Restorative Locket passive stack gain

RL is one of the least purchased items that I've seen which I think is because of a few things:

1. Fighting early is somewhat discouraged due to the low soul bounty; it's better to farm
2. Divine Barrier does essentially the same thing, but unconditionally
3. Fortitude, while more expensive, scales well into late game

Someone who is ganking or being ganked would lean towards getting Divine Barrier, while someone looking to roam or have better overall sustain will lean towards Fortitude. It's fine if RL is a niche item, but any time you spend in the jungle or away from enemies is "buyer's remorse", especially since Divine Barrier achieves basically the same thing.

If RL gained stacks passively it largely solves the issue of the item not being a good value while out of combat. To avoid it being *too* good for people who are fighting, maybe add a condition to it like "passively gain a stack if you have not gained a stack in the last X seconds". For shits let's say X = 16, so it would take 240 seconds to passively gain 15 stacks (4 minutes).

It gives RL some more flexibility. If someone is fighting a lot it acts like a Divine Barrier, and for someone who is farming it acts like a fortitude. It's capable of filling either role, but not in a way that's better than DB/Fortitude.
 
restorative locket is a great item and it was before they started tacking on extra bonuses, but i agree the issue is that it doesn't really synergize into lategame builds the way other green actives do like healing nova or divine barrier. During the lane phase you can pretty much always be above 10 stacks but by lategame you're basically just popping 1 stacks for a stamina bar. I like the idea of passive stacks or if they want to be more experimental with it, have the stamina recovery scale with stacks so that 15 stacks equates to 5 or so stamina recovered.
