Render lagspike/stuttering: a single frame will frequently randomly take 200+ms to render since 11/7 update despite usually running at 100fps

I have an nvidia 3080ti running the latest drivers (released 10/22), a 4k monitor, and an AMD cpu. Before the 11/7 update, the game ran at a smooth 100fps with maybe some dips down to 80 during teamfights.

However, since the update, about once or twice every 20 seconds a single frame will randomly take 200+ms to render, effectively reducing the game to 5fps for just a moment. It happens both in and out of teamfights. It feels awful and is ruining my ability to play the game.

I've tried using lowest graphics settings, reinstalling Deadlock, resetting global graphics driver settings, and clearing the nvidia dx and gl shader cache, and none of those improved the situation.
