Remove cooldown from tesla bullets

It already has a 25% chance to activate, it doesn't need a 0.35s cooldown, this would make the item more viable, since currently it is barely used and people who use it are more for the 14% firerate than for its damage itself.
 
It should just work on a build up mechanic similar to how Toxic Bullets works, just building up on the user rather than the target.

If you do that then it scales up with fire rate, but doesn't overly favor heroes like Wraith who use full auto weapons vs. Abrams who uses a slow fire shotgun.
